To achieve that vision, the IRC’s Program Quality Unit (PQU) provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice.
The Program Quality Unit has three central objectives that we work towards:
Guide program design to achieve outcomes by incorporating the best available evidence
Build technical capacity of country program staff to implement, measure and continuously improve programs
Influence the IRC, peer agencies and donors to use proven interventions and generate new evidence to achieve change in peoples’ lives
The Program Quality Unit is comprised of seven technical Units (TU), all of which have deep expertise in their respective sectors: Education, Economic Wellbeing, Gender Equality, Governance, Health, Violence Prevention and Response, and Research Evaluation and Learning (REL).
The Health Technical Unit is organized in four sectors; primary health, reproductive health, environmental health and nutrition. The structure emphasizes a clear division of roles between staff focusing on comprehensive technical assistance to countries and staff providing specialized support and thought leadership. In 2017, the Health Technical Unit supported programming in 6 regions and 27 countries.
The Non Communicable Diseases (NCD) Officer is a one-year limited term position with potential option for extension. The IRC has prioritized work on Non Communicable Diseases (NCDs) as one of the health outcomes under the IRC Strategy 2020 as well as an organizational research priority given the dearth of evidence in low and middle income countries in this area. This position will support the IRCs work on NCDs globally, working with Primary Health Care Technical Advisors (PHC TAs), Health Technical Coordinators in country programs as well as other staff in the Health Unit and other technical units as relevant. The main task for this position is to lead work aimed at supporting the priorities set by a consortium of humanitarian agencies. This will involve coordinating pieces of work with the group comprising of at least 8 humanitarian agencies, collaborating with other Health Unit team members to deliver this.
It is expected the NCD Officer will spend 70% of their time working on the Support to Consortium of Humanitarian Agencies working on Non-Communicable Diseases in Humanitarian Settings project, and 30% of their time providing technical support to NCD work streams from at least 4 countries. The position will be expected to contribute to business development activities for NCD work at the IRC.
TU-led Project Coordination/thought leadership (70%):
Support development of a NCD package of resource materials for use at the primary care level
Develop a work plan for NCD package development
Coordinate inputs from consortium members
Arrange and facilitate material development workshops
Arrange field testing of draft resource materials and document results of material field testing
Review materials developed and provide input
Assess use of the interagency emergency health kit (IEHK) for NCDs
Collaborate with consortium members to finalize a list of countries where the IEHK NCD kit assessments will happen
Review the M&E process put in place for use of the kits and summarize results so far
Work with the Health Unit Research and Evaluation Officer to develop the methodology and tools for the NCD kit assessments
Participate in NCD kit assessments in selected countries in collaboration with Research and Evaluation Officer
Make a comprehensive report on the assessment findings and present this to consortium members
Develop a lessons learnt document from the process
Support for rollout of the NCD in humanitarian settings operational guidance
· Work with consortium members to prepare the operational guidance document for field testing
· Facilitate introduction of the document to teams in different countries for field testing
· Develop a system for collection and analysis of feedback from field testing process
· Prepare reports on field testing process and feedback for consortium members
Representation and engagement
· Represent the project with consortium members and other key stakeholders at global level.
· Represent the project internally, by promoting project strategy and/or results
New Business Development and Grant Management
· Identify TU-led business development opportunities
· Lead efforts related to proposal development, including writing of technical narrative, coordination of budget development, determination of role division among partners, review of final technical proposals
· Manage TU-led NCD grant budgets in collaboration with the Health Unit grants team
· Coordinate and contribute to the development of all project reporting
Support of NCD research projects (provide input)
Work closely with PHC TAs assigned to specific countries and Health Unit Research Team to design NCD research (TU-led and country-led)
Support protocol development and ethics review processes
Support the implementation of NCD research
Support write-up and dissemination of research findings
Share latest relevant evidence and cross-context learning with PHC TAs and country program staff when applicable.

Technical support to NCD work streams (30%):
NCD work support to country programs
Review and provide input on technical quality of proposals, at the request of PHC TA focal points, including review of NCD interventions, results, indicators, and alignment to IRC’s outcomes.
Conduct technical trainings and ongoing technical coaching for country program staff related to NCD
Develop system for regular collection and analysis of NCD routine data
Participate in NCD data review calls with country programs

Position Reports to: Senior Technical Advisor for Primary Health Care and Lead for NCD interventions at the IRC
Position directly supervises: N/A
Other Internal and/or external contacts:
Internal: Health Unit team members, particularly Primary Health Care Technical Advisors, admin and grants staff, advocacy and communications staff; Research, Evaluation, and Learning Unit staff; country program staff
External: NCD working group members, Academic partners, donors, representation at external meetings and conferences
Education: Clinical background and MPH or Masters in relevant field,
Work Experience: Demonstrable experience in public health with some experience working on NCDs in low and middle income countries.
Demonstrated Skills and Competencies:
Strong interpersonal communication and ability to facilitate collaboration
Demonstrated technical expertise in NCDs and at least one of the following areas: humanitarian health, survey design and implementation, program evaluation
Experience delivering trainings and developing global tools and resource packages
Experience managing donor funded projects and grants; including budget development and oversight, monitoring and evaluation systems, and technical input to proposal-budget development and donor reports.
Experience conducting primary data collection in challenging environments
Data analysis skills, both quantitative and qualitative preferred
Strong verbal and written communication skills
Language Skills: Fluency in English required; proficiency in French/Arabic is desired/an advantage.
Working Environment: Up to 30% travel may be required
